中文摘要:从我国能源供需总体形势出发，结合分析国外风电发展状况，阐述了大力发展风能等可再生能源的必要性和意义，提出了我国在风电开发与利用中存在的主要问题。分析了风电大规模开发对电源和电网结构、运行方式、需求侧用电方式等产生的影响，基于风电和电网的规划建设要“同步进行”和“同步配套”，提出了“分级接入”和“分区消纳”的风电发展利用模式，全面提升电网对可再生能源的运输能力。
