该风电场投资16.5亿美元，风机由西门子公司制造（111座3.6兆瓦风机），2013年9月正式并网发电。然而，仅仅在4年以后，已经有300块风机叶片需要维修更换。目前这些叶片还不清楚是西门子公司的质量问题，还是其他原因引发的磨损，所以不一定能够获得西门子公司的保修。如果不能得到免费保修，预计维修所需成本可达数亿美元。
