2009年1月15日，国家发改委副主任、国家能源局局长张宝国表示，国家有关部门将对海上风电的规划和建设工作进行部署。面对我国丰富的海上风力资源，海上风电行业的发展是大势所趋，要使这一行业能够可持续发展，前期工作的科学实施和核心技术的研究是目前工作的重点。

——中国可再生能源学会副理事长贺德馨指出：“我国海上风电的准备工作做得还很不够，陆上大规模普查风力资源还没有完全查清楚，而海上的风力资源普查则刚刚开始。” [1]
