周大地强调，如果没有很好的技术进步，使发电成本真正降下去，对于风电来讲，技术进步的核心是更好的运用资源，使它的发电效率更高，把成本降下来。“大规模发展的情况下，成本降不下来，最后的结果就是真搞多的时候，其他替代新的能源就要跟你竞争了，甚至传统能源有更大的优势，你把它替代掉就有困难了”。 周大地强调要降低成本，“把风电发电时间争取做到2780小时，因为在国际上2780小时是做的比较好的，如果我们只能平均做到2000小时，那经济性就下来了”。（刘宝强）
